Union Budget Analysis 2016-17 – Analysis

We all know that BJP government is excellent in making and breaking promises of all sorts – development, governance, social harmony, education, patriotism, black money, corruption, etc. and diverting public attention towards false nationalism, start up India, Skill India, Make in India, Clean India, and list goes on. We, the citizen, have also responsibility to hold the agencies accountable to constitutional values, laws of land and rules in the manner it ought to be. Though government is hatred to all sorts of criticism, we have duty to criticize with facts and figures for the betterment of our community and finally the country.

Union Budget, budget manual, audit reports, review reports and economic surveys of Union of India gives substantial facts and figures to verify the government promises and performances. We have analysed these documents for the year 2016-17 covering revenue receipt, fiscal deficit, GDP, interest payment, tax exemption (revenue foregone), Ministry wise allocation, allocation for SC/ST, allocation for handloom weaver community and fish workers. Report also covers lapsed budget of the year 2014-15 and list of the budget documents not published in the parliament.

While analyzing budget, we have been working in close coordination with Handloom Weaver community leaders and the leaders of Fish Worker community for their demands. One of the demands of these communities are budget enhancement in direct benefiting programs. We helped communities to understand and prepare demand note considering facts and figures given in all budget related documents so that government could not make excuses to deny demands on technical grounds. As a result community leaders entered into negotiation and engagement processes. In this negotiation process government increased budget for these communities substantially. Though these increased budgets are not enough but it has established a precedence and become motivating factor to communities.

Government has not accepted other demands of the community like creation of separate ministry for fisheries, etc. Community leaders are on their way to pressurise government for their rest of the demands.
